Overview: Nel dicembre del 2018 Donzelli pubblicava il volume "Riabitare l’Italia", frutto dell’originale lavoro di studiosi di diverse discipline, di intellettuali e di decisori pubblici. L’idea di fondo era dare evidenza ai nuovi termini della questione territoriale nel nostro paese, spostando l’asse dalla tradizionale centralità del punto di vista metropolitano per porre al centro quelle fasce di popolazione e quei territori coinvolti in un processo di sofferenza demografica e di contrazione insediativa. L’uscita del volume ha suscitato un interesse e un dibattito così intensi da convincere il gruppo di progetto a dare continuità e organizzazione al cantiere originario. «Riabitare l’Italia» diventa così un’associazione, un progetto editoriale, un «marchio» che si impegna a condurre un itinerario di conoscenza e di condivisione civile. La strada è tracciata nel Manifesto che apre il volume, un documento programmatico che riunisce temi e filoni di ricerca del gruppo. Per ampliare la discussione e testare la «sostenibilità» analitica del documento, il Manifesto è stato sottoposto al vaglio di cinque autorevoli commentatori. Il patrimonio di idee condivise del progetto è stato articolato in un ideale alfabeto per «riabitare l’Italia»: ventotto parole chiave che costituiscono una prima «cassetta degli attrezzi» con l’intento, nelle parole dei curatori, di «contribuire a creare una nuova immagine aggregata dell’intero paese», di dare conto delle tante Italie che compongono l’Italia, per «ricomprenderle tutte, fino ad arrivare a includere gli stessi “margini del centro”».L’incipit del Manifesto: «Dalla fine del secolo scorso, l’Italia conosce una vera e propria crisi delle sue tradizionali egemonie territoriali: i “centri”, i luoghi cui in passato era stata attribuita un’indiscussa funzione direzionale, non riescono più a legittimare il loro ruolo trainante per l’intero sistema delle economie, delle relazioni sociali, dei valori simbolici. Questa crisi ha trovato una conferma drammatica con la pandemia da Covid-19, che ha colpito in modo severo il “cuore” produttivo e sociale del paese, mostrando, in campo sanitario – e non solo – quanto insufficiente fosse la capacità da parte del “centro” di reagire agli shock esogeni. Si è rotto il meccanismo della direzionalità. Sempre più i grandi agglomerati urbani producono benefici solo per i ceti più ricchi che li abitano, sempre meno riescono a creare vantaggi e opportunità fuori dai propri confini, interni ed esterni. Sempre più chi sta fuori si sente svincolato, distante, solo, disconnesso. Cresce la forbice delle disuguaglianze, che si presentano sempre di più come asimmetrie di opportunità, e sempre più si legano alle disarticolazioni dei territori. E mentre il modello urbano misura le proprie crescenti difficoltà, al di fuori dei centri la condizione di vita peggiora: nelle terre alte, come nei fondivalle della deindustrializzazione; nelle campagne dell’agricoltura intensiva, come nelle aree attraversate dalla consumazione dell’esperienza dei “distretti”; nelle fasce costiere deturpate dal continuum delle seconde case in abbandono, come nelle sempre più vaste e sofferenti periferie metropolitane».Le parole chiave: ABBANDONI, F.
